  Commitment No. 54 - Waste management including future drill cuttings
We recognise the need to respond to the growing pressure on landfill sites in Scotland.  We commit to work with stakeholders, including specialist waste management companies, local authorities and suppliers to help develop a long-term strategy for waste management in Grampian and the other regions.  We will expand the UKOOA Waste Working Group and have asked them to make recommendations in 2001.  The Well Operations Committee is investigating the issue of future drill cuttings and will finalise its recommendations in 2001.
Progress to date : achievements and difficulties encountered

Most of the industry's waste comes ashore in North East Scotland.  Members of UKOOA's Waste Management Sub-Committee represents our interests on the North East Scotland Business Waste Management Partnership (NESBWMP) on which are Aberdeen City and Aberdeenshire Councils, Scottish Enterprise Grampian, the Federation of Small Businesses, Scottish Environment Protection Agency, Grampian Chamber of Commerce and Grampian Care NHS Trust, among others.  The objectives of NESBWMP are to:

  • encourage waste minimisation,
  • increase awareness and understanding of waste management,
  • collate information on types and quantities of waste produced by business,
  • enable local business to be involved in policy setting,
  • provide opportunity for networking and best practice sharing,
  • identify new opportunities for established and new businesses,
  • improve competitiveness of waste businesses.

The Sub-Committee has expanded its membership during the year and has produced a suite of best practice guides, covering a wide variety of issues relating to the management of waste.  In addition, the Sub-Committee has developed a waste audit scheme, has commented on the review of the special waste regulations and is co-ordinating a UKOOA study into current practices for the treatment and disposal of bulk liquid waste.  This study will consider life cycle issues, such as overall energy use, emissions, environmental impacts, recycling and reuse, and treatment and disposal options.

Separately, an industry project has been funded to find an opportunity for the re-use or safe disposal of future drill cuttings from the UKCS (for existing drill cuttings, see Commitment No.56).  The aim is to build on existing knowledge and identify new applications for both treated and untreated cuttings, with a view to maximising the use of the resource and minimise the environmental impact and cost.  The project will identify the most feasible options.  Its results are expected later in 2002.
