We reaffirm our commitment not to exceed 30ppm oil in water concentration as a company annual average. We favour a goal setting approach, based upon the principles of BAT (best available technology), for the UK. The first step would be to assess overall risks, before determining regulatory goals to lead to an overall improvement in environmental performance. We have communicated our views on the best way forward to our government representatives on the Oil Industry Committee (OIC) of OSPAR, which meets to discuss this subject in February 2001. We will review the results of OICs' discussions and the advantages of developing an overall industry position by early 2002.

Progress to date : achievements and difficulties encountered

The industry continues to perform well inside the 30ppm oil in water concentration with improvements in both the overall average ppm and in the number of companies missing UKOOA's voluntary target of 30ppm (down from 4 in 2000 to 2 in 2001). (See Section 3 - Introduction)
The Offshore Industry Committee (OIC) of OSPAR decided in 2001 that each of the contracting parties (i.e. those European countries within OSPAR) should achieve a 15% reduction of tonnes of oil in water discharges when comparing discharges in 2000 with those in 2006 and adopt 30ppm as an industry requirement. DTI has been in discussion with UKOOA and its members to determine how the UK will deliver this requirement which brings a number of technical challenges.
