Commitment No. 38 - Industry-wide adoption of EMS

We have set a target that 90% of UKCS oil and gas production will be covered by an independently verified EMS by end 2001, and all by end 2002. Given the range available of EMS available, we do not intend to adopt any particular accreditation system but we will ensure in every case that the management system adopted matches the criteria set by international environmental management systems, such as ISO 14001. If necessary, we will set up a workshop in 2001 to help those starting this process.

Progress to date : achievements and difficulties encountered

The timeline for achieving these targets has proved over-ambitious. By the end of 2001, 84% of UKCS production was from installations operating under an independently verified EMS. Looking at this in detail, whilst 93% of gas production and 99.8% of condensate production was operated by companies with an independently verified EMS in place, only 74% of oil production had achieved this position. These independently verified EMS's are consistent with either ISO 14001 or EMAS systems. This leaves a few companies who have their own management systems in place (which are approved by DTI as a condition of operating in the UKCS) but which are not yet independently verified.
The delays involved have been, in part, due to the complexities involved in making the transition and gaining certification and in part to a wish to put in place the most effective systems. In some cases merger activity has also led to delays in finalising EMS certification. These delays in 2001 will knock on to the 2002 target, although it is expected that 97% of production will meet the EMS criteria we have set by year end.
