2.4 Managing structural change ahead
  Commitment No. 36 - Understanding long term social issues with stakeholders
We will undertake scenario analysis to develop a broad understanding of the long term, structural consequences for employment by skill and region of North Sea maturity and further technology development.  Co-ordinate with OPITO's Workforce Development Plan, this will help plan long-term workforce development and opportunities for transferring skills to other sectors.  We will develop and share this understanding with stakeholders over 2001-2, involving key groups such as local authorities, Regional Development Agencies (RDA's), related businesses etc.  This will build on the dialogues established by OPITO and RDA's and the first regional Foresight Report developed with the Norfolk and Waveney Regional Authority.
Progress to date : achievements and difficulties encountered

As well as the work and actions identified under Commitment No.24, 25, 26, 27, 28, 29, 30, 32, 33 and 35, we have been working with DTI, cogent and other companies which have been forced to make redundancies as a result of changes in their business, to establish if the skills no longer required by them may be matched to those needed by us.

A successful example of this co-operation was with Rolls-Royce at Hillington near Glasgow.  An exploratory visit led to a presentation by the industry to redundant R-R employees, with support from Aberdeen City Council and Chamber of Commerce.  As a result, 18 technicians came to Aberdeen on an organised visit and 13 applied for jobs.

A research institute, in association with ourselves, has applied to the Governments Sustainable Technologies Link Research Programme for funding of a study to produce a methodology for helping to measure sustainable development within industrial sectors.  Part of this research, if approved, will encompass an analysis of stakeholder relationships with respect to employment, an important component of understanding and measuring social sustainability.

We recognise that the scale of the work required to reach a good understanding of long term employment issues with stakeholders is very substantial.  By its nature, this will both evolve with and take considerable time.  It forms an integral part of PILOT and its goals.
