  Commitment No. 28 - Encouraging flexibility in the workforce
Training is a vital component of the government-industry for 2010, essential to help employees adapt to new technologies and business practices.  OPITO's 2000 Skills Foresight Report highlighted the need for a flexible workforce at all levels and the development of a pool of skilled people capable of working with other people as well as with technology.  We support OPITO's intent to develop its Team Based Working project, which focuses on the behavioural aspects of team working and leadership and the need for adaptability.  This links naturally with the Safety Leadership Training (SLT) programme within Step Change.
Progress to date : achievements and difficulties encountered

A new website  www.smarteams.co.uk  has been created which is designed to promote the concept of team working, with case studies and training interventions.  For SMEs, OPITO's project, called Skillneeds, provides a process to analyse skills needs and provide solutions, in particular those delivered by effective team working.  Many of the benefits are derived from an emphasis on the behavioural aspects of team working which link naturally to the programmes being promoted within Step Change in Safety (see Commitment No.20 and No.22).
