  Commitment No. 24 - Development of a workforce development plan for the industry

A workforce development plan will be produced and promoted by the NTO Group during 2001 under the leadership of OPITO, with regular Labour Market Intelligence reports produced from the Vantage database.  OPITO will engage employers (via UKOOA and relevant trade associations) and other stakeholders to provide feedback on skills needs and provision, promote best practice in training and development and encourage skills benchmarking.  A Skills Foresight Report was produced by OPITO in 2000 to provide a detailed view of skills, training and employment pattern issues.  It is planned to update this during 2002.

Progress to date : achievements and difficulties encountered

A workforce development plan, a strategic document discussing the development issues for the whole workforce of the industry, was launched by the Energy Minister, Brian Wilson MP, at Offshore Europe (Aberdeens bi-annual exhibition and conference) in September 2001.  This plan has had input from all parts of the industry: operators, contractors, service companies, training bodies and educationalists.  Following the publication of the plan, the NTO Group (cogent, ECITB, EMTA and NET), led by key members of the Industry Leadership Team, will be ensuring that the needs identified are addressed and actions implemented.  The development plan will be supplemented by Skills Foresight 2, the next major piece of labour market information for the industry, which is due to be published in the 3rd quarter of 2002 by cogent, one of the new trail-blazer Sector Skills Councils which the government has recently approved, as it seeks to move away from a multiplicity of NTOs towards sector wide skills and development bodies.

As a result of this, a plan is being prepared to ensure that the needs identified are agreed by the various companies and organisations and may then be implemented.
