Commitment No. 21 - Workforce safety: developing leading indicators
|

Monitoring appropriate leading performance indicators can give advanced warning of weaknesses in safety management and allow corrective action to be taken before accidents occur. We have initiated a cross-industry task group to develop a guidance document in early 2001 on the effective use of leading performance indicators. Leading indicators measure the inputs (i.e. positive actions) being made to improve the management of safety. They provide a more meaningful basis for developing workforce involvement, motivating change and giving recognition for achievements, than conventional lagging indicators, such as safety statistics, that measure outputs, i.e. safety management failures.

Progress to date : achievements and difficulties encountered
|
|
A working party under Step Change has developed, during 2001, guidance on leading indicators and their use. These measure inputs, i.e. positive actions, to improving safety, whereas conventional statistics measure outputs, i.e. failures of safety. A guidance document has been drafted, shortly to be published, and specific indicators will be developed by the work group in 2002. These leading indicators should assist the management of safety by identifying weaknesses in advance, allowing corrective action before accidents occur.
